Ladies and Gentlemen, the 14th IOAW is rapidly approaching, and I felt I would get a few administrative announcements out of the way:

1. If you have not registered and plan on attending, please register as soon as you can (preferably by 4 Mar 05) so we can begin finalizing our numbers.

2. If you plan on staying at the hotel and have not reserved your room, please do so by 4 Mar 05. After this date, the hotel will release what rooms have not been reserved (there are 30 rooms blocked for the IOAW). You may reach the hotel by calling 800-345-9285 or visit their website at http://www.historicmenger.com/ to register.

3. If you plan on presenting at the workshop and have not submitted your proposal, please do so ASAP (At least give us the title of your presentation and how much time you expect it will take to present) - our intent was have a schedule of events published by 4 Mar 05 but this will have to be delayed.

Folks, apparently there has been some "miscommunication" with the hotel and some of you have been turned away with them saying "there are no rooms available". Not True - rooms are available!

When making your reservation with the hotel, please let them know that you are with the "International Occupational Analysts Workshop under Block # 7424". If you plan on coming in on 3 Apr 05, chances are they will not have a room, but we do have 40 rooms blocked off starting the 4th. Please remember to make your reservation by 4 Mar 05. The hotel will release what ever rooms have not been booked to the general public on that date.

IOAW 14:  Click Here for More Details
The Air Force Occupational Measurement Squadron (AFOMS) at Randolph Air Force Base is hosting the 14th International Occupational Analyst Workshop (IOAW) at the Menger Hotel in downtown San Antonio, from 5 through 7 April 2005.   Note: For those of you in New Zealand & Austral-Asia (and our other distant colleagues), you can also pre-order the conference proceedings from the AFOMS conference web page even if you can't attend.

Deadline for Paper/Symposium proposals is 18 Feb 2005.  (The original announcement said 4 Feb so don't panic if you see that date on the ICODAP copies of their original letter.)  To get conference details, register, or get the hotel's special registration number you need to email the conference coordinator and get a user-id/password.  When you get your user-id/password you can log on to the AFOMS Conference Web page (which requires the 128-bit encryption available in current web browsers).  Despite the apparent security in this first IOAW since 9/11/2001, the conference is open to all and will avoid the bogus registration problem which hit the sister conference (IMTA) in October last year.  So, please click the following link for more details on the ICODAP announcement page and follow the instructions for registering for the 14th IOAW.  Click Here for More Details

IMTA 05: (More Details are still pending, See ICODAP Home Page for Updates)
The International Military Testing Association (IMTA) (with floating "primary contact organizations") is hosting the 47th Annual Conference in Singapore on (5-7 November, 2005?).  The organizers of the conference (Singapore Ministry of Defence <http://www.mindef.gov.sg/> ) are still working out the details with the US-based webmaster for posting conference details, so expect them shortly at the IMTA Home Page.  ICODAP has volunteered to create a mini-survey to identify which kinds of papers potential participants would or would not attend -- to help establish non-conflicting "tracks" at the conference.

Note - the Singapore hosts are referring to this as IMTA 05.  In loading the proceedings onto the ICODAP web page, these new proceedings will be loading as IMTA47-2005.pdf.  As Editor, I am currently working on  the 5th IMTA Conference Proceedings from 1963 which is IMTA05-1963.pdf.  Our new hosts are referring to the upcoming conference YEAR ('05), not the conference NUMBER which is 47 -- which is OK as long as you understand their convention.

During the 2004 IMTA Conference in Brussels, ICODAP negotiated the acquisition of the PDF scanned copies of ALL PRIOR IMTA conference proceedings (1960-1996).  The 1997-to-Present proceedings are currently online at the IMTA Home Page.  Use the ICODAP's IMTA  Archive Link (or the same link from the  ICODAP Home Page) to see our currently available samples of past conferences.  Our plan is to load ALL available prior proceedings (1.6 Gb) and make them available for free on the ICODAP website by August 2005.

AFHRL Technical Reports (TRs, 1954-2001)

As part of its efforts to reestablish the resources required to perform advanced USAF personnel research, HQ AF/DPX (AFPOA) contracted a company to scan the reports in the ICODAP Technical Report Archive.  Upon completion of the scanning, HQ AF/DPX launched a web page available to users with a *.mil or *.gov email address. <https://www.dp.hq.af.mil/dpx/techreps/>

A DvD copy of these reports was provided back to ICODAP for loading on their Personnel Research Online Papers (PROP) web page <http://www.icodap.org/papers/> .  These 1,050+ reports are PDF files with full text-searching and cut-and-paste capabilities.  Our plan is to create "Topic Pages" to facilitate organized access and load ALL available TRs (3.7 Gb) and make them available for free on the ICODAP website by August 2005.

Future Endeavors

Time permitting, anticipated projects include:

a)  Creating 4 CD-ROMS/1 DvD with the complete proceedings of the IMTA, 1960-Present (see above) - and making these complete files available for a nominal, copy-and-mail fee (about $10-15?).  Because of the size of each annual proceedings, it is anticipated that the web site will only allow downloads of the Table of Contents, Author Index, and individually requested papers.  We hope that libraries and research organizations will purchase the "disc" version of the full proceedings and avoid bandwidth charges on our site.

b) Transcribing the 1979 and 1988 Video tapes for Training on Occupational Analysis and the particulars of the CODAP mainframe system.  A newly purchased recorder can record DvDs directly from VHS tapes on which these videos reside.

c) Transcribing the 1999 8mm digital videos of the "Job Analysis at the End of The Century" one-day conference which co-located with the 1999 IOAW (12th).  A book on the conference is in press by other organizations. As this involved some of the more famous people in job analysis, rights and permissions need to be coordinated before any release date can be projected.

d) Creating "Special Topic" CD-ROM collections of Air Force Personnel Research Technical Reports. 
Thus far, a special topic CD-ROM on USAF Officers has been created for the Air Force. <Compilation of Research on USAF Officers (1954-2004)>  That CD-ROM contains some limited distribution items, but permission will be obtained for its release or the offending material will be removed prior to public release.  Similar topics include "Management and Leadership," and "Strategies for Managing the Enlisted Force".

e) Finding a new home for our occupational analysis archive material.  At present we rent a $142 per month 10'x10'x10' air conditioned space to store the materials we've collected from various sources.  These materials include "discarded" materials when Armstrong Labs closed their personnel research doors in 1998 and "on loan" materials when IJOA closed its doors in June 2001.  The air conditioning was important for preserving some items like floppy disks and microfiche archives. This cost has been absorbed thus far by Mr. William J. Phalen -- a noted AFHRL Personnel Researcher and one of the founders of the CODAP methodology.  We also expect to adopt the content of the former IJOA web page -- another resource maintained at personal expense by Randy Agee.  Our extensive web resources are donated by Adam Weissmuller -- Chief Trainer at Rackspace -- a internationally successful Internet hosting company headquartered here in San Antonio, Texas.

f) Filing our "tax exempt" paperwork with the IRS so that we can (in future, but not now) solicit memberships and tax-deductible contributions (which, unlike Bill and Randy thus far, you could claim on your tax returns.)

g) Scanning and loading of our on-the-shelf "job inventories" as example starting points for new organizations starting job analysis.  One of our original sponsors (Sensible Systems, Inc. - SSI) used to give discounts to clients who declared their inventories to be in the "public domain" for sharing with others.  In 1987 SSI also secured permission from the Air Force to share the 100+ job inventories that SSI had in their archive.  All these surveys are "on loan" to ICODAP from SSI for the purpose of scanning and sharing.

A Short History of Air Force Personnel Research and ICODAP

From the1940s to 1998, the United States Air Force had a centralized capability  for conducting personnel research.  We refer to this capability "the Lab."  The Lab had many organizational names in the past as demonstrated by their index of reports published. The two most prominent organizational names are the Air Force Personnel Research Laboratory (PRL) and Air Force Human Resources Laboratory (AFHRL).  As the Air Force restructured, more diverse research missions were combined into larger and larger organizations with names like the Air Force Armstrong Labs and currently (Jan 05) the Air Force Research Laboratory (AFRL)The "personnel research mission -- other than fly training," however, was deactivated in 1998. 

Air Force personnel research program, however, is staging a comeback -- starting with validation and fine-tuning of current instruments and continuing on with "look-ahead" tools for operational and strategic force management.  A new initiative has been launched to reestablish the databank required for future research projects.  ICODAP participated in this effort in May 2004 by surveying all the AFHRL "old-timers" (and friends) (like Dick Rogers, Doris Black,  Laurel Betz, Bruce Gould, Bill Alley, Tom Carretta, Joe Weeks, Paul DiTullio, et al) we could locate to find out what RESOURCES they thought would be important to have. The formal Air Force effort is called the Air Force Human Resources Research Databank (AF HRRD) and has been spearheaded by the Air Staff in Washington (HQ AF/DPX and AFPOA)  and functional users of the research at the Air Force Personnel Center (AFPC) at Randolph AFB near San Antonio, Texas.  While there is no centralized personnel research function WITHIN the Air Force, strategic vision projects are being accomplished by Air Staff contract.  To date, the contractors are employing and using the retired, senior researchers formerly associated with AFHRL in past decades.  Perhaps, in the future, we might even see a renewed interest in "blue sky", 6.1-funded basic research in the personnel area.  We at ICODAP haven't heard any rumors -- have you?

In 1993, long before the Lab closed, a non-profit organization was formed to help support their personnel research efforts and disseminate their findings.  This was the Institute for Job and Occupational Analysis (IJOA)  IJOA's Director and primary underwriter, Dr. Jimmy Mitchell, passed away suddenly in Dec 2000 and IJOA formally closed its doors in June 2001.  After the financial dissolution of IJOA was finalized, a new, re-targeted non-profit was formed.  The Innovation Center for Occupational Data Applications and Practices (ICODAP) was incorporated as a non-profit in the State of Texas as of 16 April, 2002ICODAP's purpose was not to ENGAGE in research, but simply to disseminate and facilitate the USE OF "distribution unlimited" research findings from AFHRL and other institutions by the largest possible (appropriate) audience -- primarily graduate students in Industrial/Organization (I/O) psychology who may use Occupational Analysis (OA) in their future endeavors, especially those directed in the support of local community needs.

Although ICODAP is incorporated as a non-profit, it has not yet filed with the IRS for tax-exempt status.  We are still building our documentation package for submission some time this year.  Bottom line, if you want to support ICODAP:  -- don't "donate money" but do "send letters of appreciation." and OA materials to share with others.  At present, after nearly two years of operation, we have yet to open a bank account -- all of our resources having been donated and all of our work done by volunteers.
