Mr. Johnny J. Weissmuller - Substitute Moderator
Mr. Weissmuller agreed to step up as Panel Moderator at the last minute when Sean Dooley ran into a scheduling conflict with a meeting in Austin helping to establish the Texas Space Authority (TSA).
Mr. Weissmuller received his Bachelor of Arts in Mathematics with a minor in Computer Science in 1971 from the University of Colorado, Boulder. Mr. Weissmuller has been in San Antonio since that time. He spent 10 years in the military and civil service supporting the Air Force Human Resources Laboratory (AFHRL) in designing major forward-looking personnel programs. He worked with a staff of 30 personnel research psychologists and occupational analysts, many of whom were PhD level personnel. During this period Mr. Weissmuller's positions ranged from computer programmer, to systems analyst, to principal investigator, federal transfer-of-technology advocate and he completed 30 hours towards a PhD in Educational Psychology with specialization in Quantitative Methods.
Leaving after 10 years of federal service in 1982, Mr. Weissmuller continued to support AFHRL for almost twenty years as a contractor and at the same time became an internationally recognized independent consultant and expert in occupational analysis (OA). Mr. Weissmuller's OA projects included establishing the real requirements of jobs in order to properly target recruiting campaigns, design selection tests, drive classification systems, fine-tune person-job assignment methods, structure training, testing and promotion programs, evaluate pay-equity, and even cross-walk occupations for outplacement assistance.
In 1999, the non-aircrew personnel research mission of AFHRL was deactivated in a major Air Force laboratory reorganization. In early 2002, Mr. Weissmuller established a non-profit organization (ICODAP) to freely transfer the excellent personnel research methods developed at the lab. For the past two years, Mr. Weissmuller has volunteered in both the San Antonio community (the Jim Brazell connection) and U.S. Navy (San Diego) programs dealing with the challenges from youth in our Millennial generation (children born since 1980).
In November 2003, Mr. Weissmuller returned to civil service at Randolph AFB. Mr. Weissmuller is currently the Chief of Test Research in the Military Testing Section of HQ Air Force Personnel Center (AFPC). This section is in charge of the Air Force Officer Qualifying Test (AFOQT), all enlisted promotion tests and acts as liaison to DOD in evaluation changes in the Armed Forces Vocational Aptitude Battery (ASVAB). In this capacity Mr. Weissmuller sees test results from both officer and enlisted applicants to the Air Force over the past twenty-five years. Recent field visits for joint Air Force-Navy schools indicate that our selection tests are selecting the right students with the ABILITY to succeed but a non-trivial percentage apparently do not have the ATTITUDE needed to complete training.
Mr. Weissmuller's moderator role is based only on his private consulting career and volunteer activities -- and the fact he has two children -- one pre-Millennial (Adam - 1977) and one Millennial (Holly- 1986).
