Annotated Bibliographies (1946-1995)

Historical Annotated Bibliographies of all Technical Reports published by the Air Force Human Resources Laboratory (AFHRL) -- its precursors and successors from 1946 through 1995.  The ICODAP Web site <http://www.icodap.org/papers>  contains reports more recent than 1995 but no comprehensive bibliography is available to index those reports.

Many of the referenced Technical Reports (TRs) may be found at the Personnel Research Online Papers (PROP) at the ICODAP.ORG Site 

Between October 1997 and October 2005 about 200 key historical tech reports were manually scanned and loaded online.  These TRs were scanned only as "images" to conserve space.  The goal for those historical papers was to make them accessible to graduate students at home over 56K communication lines.  Papers which would exceed 500K in size were sub-divided into 500K "chunks".  In subdivided versions the filename would be the actual retrieval ID with "-<starting page number>" added as a suffix.  Special consideration was given to both the Table of Contents and any Bibliography/Reference List.  The Table of Contents would be named with a "-00" suffix and the Bibliography would be designated "-99" or "-999" for large reports/conference proceedings.

As of September 2004, the Air Force scanned ICODAP's entire Technical Report Library and performed an optical character recognition ("OCR") on each report to upgrade from "image" format to searchable and "cut-and-paste" formats.  These reports are 3-5 times larger than their "image-only" counterparts above.  For these tech reports there is only one file per physical volume and may be very large.  See Item 0004 below as an example of a 22 Mb file.  Because of their size, these versions are not yet loaded online but are available in CD-ROM (or DVD-ROM) versions only.  While this index is for all Technical Reports published, not all TRs were available for scanning.    For their restricted online site, see the link on the first page of the ICODAP Papers site shown above.

The final decision of the 2005 Base Realignment And Closure (BRAC) commission was to completely close Brooks AFB.  During previous BRAC actions, Brooks AFB was "downgraded" to Brooks City-Base.  The Brooks City-Base still has Air Force functions there including a branch of the Air Force Research Laboratory (slated to move to Wright-Patterson in Ohio) and the School of Aerospace Medicine - USAFSAM (to be realigned to Fort Sam Houston with the Army medical training about 15 miles north of Brooks).  Also included at Brooks is the Aerospace Medical Library which contains a mixture of medical resources (appropriate to USAFSAM) and the historical personnel research resources (i.e. Technical Reports and Books) appropriate to the former Air Force Human Resources Laboratory which was absorbed into the Armstrong Labs and finally the Air Force Research Laboratory which is slated to leave town.  How the library issues will be handled is still up in the air.  My goal is to get the 3000 Technical Reports in the Library scanned before any physical movement of those resources begins. The complete set of Historical IMTA Proceedings (except 1959) is also available on CD-ROM only as of early 2005.  The IMTA Proceedings were scanned by the newest IMTA member from Signapore and were provided by Marty Wiskoff of the U.S. Navy for that purpose.
