Research
Analyst, Metrica, Inc., San Antonio, Texas:
Conducted extensive research to uncover the variety of
military/civilian crosswalk databases.
Assessed and prioritized the utility of these databases in developing
manpower mobilization plans. Built a
conceptual utilization pattern to allow simplified crosswalking among civilian
and military personnel databases.
Provided recommendations on use of this pattern for extensive
mobilization research. (Supervisor: Dr.

Chief,
Educational and Technology Requirements, USAF, Randolph AFB, Texas: Produced an effective 25 year modernization
document, approved by the Chief of Staff, Air Force. Restructured the Command’s Technology Master Process effectively
solving problems that crossed numerous organizational boundaries. Identified 13
major laboratory research projects for technical training and adapted them to
educational needs, realizing a 4 million dollar savings. Established performance targets for
operation of a 15 million dollar Training Decision System. Managed the Command’s Advanced Technology
Transition Demonstrations valued at 11.5 million dollars. Saved the Air Force thousands of dollars by
reducing 175 proposed research issues to 75--eliminated duplication and focused
scarce resources on only the essential issues.
Supervised four officers and 1 civilian.
Chief,
Academic Operations Branch, USAF, Lackland AFB, Texas:
Controlled five curriculum areas for Officer Training School, Air Force
Orientation Course, and Health Professions Officer Indoctrination Course. Developed and accelerated plan to select,
train, and certify five curriculum area managers without degrading training
quality or delaying the implementation of major course enhancements. Capitalizing on a “train the trainer”
concept, developed a comprehensive in-service training program for instructors
on effective writing and briefing programs.
Totally revised the Communication Skills program to realign entire
curriculum on real-world skills required for junior officer success. Spearheaded a special team to implement a 20
percent course expansion during a period of rapidly evolving priorities and
sharply reduced resources. Directly
supervised nine officers.
Technical
Training Inspector, USAF, Randolph AFB, Texas: Inspected over 200 units, traveled more than
40, 000 miles, interviewed approximately 1,700 people, and wrote 200 detailed
inspection reports. Identified
widespread cases of sexual harassment and discrimination at a defense language
school-resolution ensured training, not personal issue, became main focus of
students. Reorganized the Division’s inspection
files, monitored all replies to inspection findings, and revised and validated
3 technical training and 22 field training detachment checklists. Redesigned the discrepancy tracking system
for over 200 geographically separated units, enabling more positive control of
significant corrective actions.
Uncovered safety violations in biomedical equipment maintenance
training; discovered insufficient guidance for determining student training
requirements, and detected nonexistent management oversight for trainer
equipment management programs.
Completed two major investigations implementing recommendations which
restored the operational health of two ailing field training detachments.
Training
Systems Development Analyst, USAF, Randolph AFB, Texas: Developed superior task analyses for the
Nondestructive Inspection, Security Police, and Space Equipment Maintenance
career fields’ Training Development Plans-received commendations from Air Force
Program Managers. Developed a decision
matrix to compare commands, air-craft types, and laboratory
sizes/diversity-saved over 2 weeks travel time saving scarce units funds. Managed the development of the Air Force
course, Instructional System Development, by coordinating and editing the work
of over 15 training developers in four different geographic locations-course
significantly improved the quality of Air Force training development. Appointed the “number 1” briefer for the
Division.
Chief, Education Programs Branch, USAF,
Maxwell AFB, Alabama: Provided educational
assistance to 151 Air Force
Reserve Officer Training Corps (AFROTC) detachment commanders. Research and edited all lesson plans for two senior
textbooks: Effective Writing and Guide For Air Force Speaking. Research and co-authored five textbooks for Junior ROTC programs. Textbooks included: Civilian Aviation,
Military Aerospace, Air
Navigation, Defense of the United States, and Human Requirements for
Flight. Developed curriculum materials to include
instructor handbooks, student workbook, and visual aids to support over 38,000 students at 286 high schools,
worldwide.
