SUMMARY OF DATA BASES
December 1992
This Summary of Data Bases provides brief descriptions of major files maintained by the Manpower and Personnel Research Division, Human Resources Directorate, Armstrong Laboratory (AL/HRM), for use in laboratory research efforts. It is intended as a convenient reference regarding these master files. Our tape library of 2,744 active tape reels is a historical data base of Air Force personnel records. Of the approximately 546 unique data files, the largest is the Historical Officer Data Base containing over 9 million records. These data bases are a compilation of Air Force officer and enlisted personnel information developed, maintained, and updated by AL/HRM and its predecessor organizations from 1956 through the present. AL/HRM now has a much more extensive automated library of current and historical Air Force personnel data then is available anywhere else. The major historical master personnel files on enlisted and officer personnel are received from various other Air Force agencies. These master files reflect personal characteristics at time of entry, performance outcomes during flying or technical training, career status at periodic intervals, information related to reenlistment or separation, etc. From these data, special longitudinal files (e.g., airman gain/loss; officer gain/loss) have been developed. These special files significantly reduce data processing requirements for many research and development (R&D) efforts. The entire collection of data bases is used extensively in AL/HR manpower, personnel and training research and frequently also serves as a data source for other parts of the Armstrong Laboratory, Headquarters USAF, AFMPC, ATC, and other DOD offices. a. Active SSAN Locators (Microfiche) - 0556
Microfiche files of
officer and enlisted personnel on active duty are received monthly in social
security account number (SSAN) sequence. Contents are SSAN and name only and
are used primarily for resolving identification discrepancies in other master
files.

b. Alpha Locators (Microfiche) - 0556 (no layout)
Microfiche files of
officer and enlisted personnel on active duty are received monthly, in name
sequence. Contents are identification information, grade, and current and
projected assignment information. These files are used primarily as aids in
resolving identification problems in master file data. Other name sequenced
microfiche files received include: (1) retired officer/enlisted; (2) Air
National Guard officer/enlisted; (3) Air Force Reserve officer/enlisted.

c. Air Force Officer Qualification Test
(AFOQT) - 0641:
Hard copy AFOQT battery
data was automated in‑house Jan 68‑Jun 79 and included raw and
percentile scores on personnel testing at non‑ROTC test sites only (see Section 7, para j for pre-form O ROTC AFOQT
information.) Additionally, some data using forms L, M and N administered at
ROTC and non‑ROTC test sites is available. These files contain only cases
for which AL/HRM was able to compute common metric scores. Therefore, not all AFOQT's administered during this time frame are available. Effective
with form O implementation (Sep 81 for non‑ROTC and Mar 82 for ROTC test
sites), the tests were scored by AFMPC and AFROTC depending on test site. Since
25 Aug 87 all AFOQT scoring has been done by AFMPC and includes form O and
later test versions. This file is received quarterly.

d. Airman Reenlistment and Loss
(ARL) - 0965:
The ARL file contains
transaction information on all enlisted personnel who reenlist, extend, or are
a loss to the active duty Air Force. The data includes identification
information, date of the action, and a code which defines the type of transaction,
including reason for loss. The file has been received monthly since 1956. Two
basic files exist: an Air Force Serial Number (AFSN) file Jan 56-Jan 69 with
1,538,894 collapsed records (one record per individual with varying number of
transactions); and an SSAN file Jan 56-present, also with collapsed records.

Hard copy identity
changes were automated in-house Jul 69‑Jan 84 to provide a means of
tracking name and SSAN changes. Since Jan 78 a monthly magnetic tape has been
received and is merged with the earlier files to produce a cumulative file of
all name and SSAN changes.

This monthly file has
been received since Apr 80 and contains information on jobs (not people)
available in the Air Force. A new PROMIS system was implemented by AFMPC in Jul
85 and AL/HRM did not receive the file Aug 85‑Nov 87. As a result of
changes in the system implemented by AFMPC, the number of records currently
received in each submission is considerably less than in earlier years.

g. PACE PROMIS Personnel
(Opportunity) - 0842:
This weekly file
contains information on individuals who made inquiries about job opportunities
at the Military Entrance Processing Stations (MEPS). The record contents
include identity information, transaction date, MEPS and recruiter information,
AFSC preference, aptitude indices, and other measurement data. From Dec 75-Oct
85 this file included three types of records. They were N10, N11 and N05. A record was
generated in the PROMIS system each time an opportunity (at the MEPS) took
place. If a reservation was made, an N10 was generated. If a reservation was
not made an N11 record was generated. An individual could enter the opportunity
and reservation function more than one time; therefore, multiple N10 and N11
records could occur. N05 records were for personnel who did not meet the minimum
Air Force entrance requirements but, under a special test program, were
permitted into the Air Force due to "IMAGE" scores. This program was
discontinued in 1984. These files were received weekly, Dec 76‑Jun 85,
and are maintained by calendar year. Since Oct 85, PROMIS has been upgraded and
a slightly different file with essentially the same information has been
received. The latest version contains three types of records with a fourth
scheduled to begin: N01 records identify individuals who enter the opportunity
function of PROMIS; N02 records identify individuals who enter the opportunity
function but, do not reserve a job; N03 records identify individuals who enter
the opportunity function and reserve a job; and N10, which is scheduled to
begin under a special program, VOICE field test, will consist of records of
individuals who enter the opportunity function, have VOICE scores and have a
generated job list not using these scores. In all cases multiple records can
occur. Records for Jul 85‑Dec 86 were not received and cannot be
recovered by AFMPC. Data is received weekly and maintained in yearly files.

h. Pipeline Management System (PMS)
Technical Training - 0800:
The technical training
file contains data on all active duty Air Force enlisted and officer personnel
who attended one or more technical training course. Each record contains
student and course identification, final course grade and disposition from
training. This file has been received quarterly since
Feb 67. Beginning with Oct 79 the data has been extracted from the Pipeline
Management System, a joint AFMPC/ATC system.

i. Separated Officer File (SOF) -
0766:
Records on this file are
basically in the same format as the UOR records. They contain information on
each officer at the time of separation and describe the type and reason for
separation. The file has been received semiannually since Jul 63 and is maintained
by calendar year. Also available are collapsed cumulative masters (AFSN Jul
63-Jun 69 and SSAN Jul 68-present) and a smaller, 498 character record, file
for each calendar year.

j. Uniform Airman Record (UAR) -
0906:
The UAR file contains
personnel data on all active duty enlisted personnel. Some of the data elements
on this file include military service dates, grade, Air Force specialties,
academic information, current and projected assignments, overall APR/EPR
ratings, and dependent information. Files were received semiannually from Jun
66- Dec 75. The number of data elements has increased appreciably since its
inception in 1964. Currently there are two files maintained for each as of
date. They are: (1) the 1500 plus character active record file and (2) the 1500
plus character inactive record file. For information on active duty airmen Dec
64-Dec 65 see the P-159 file in section 7, para h.

k. UAR Air National Guard - 0909:
This file contains data
on all enlisted personnel in the Air National Guard. The contents are very

initiated in 1969 and is received annually.

l. UAR Extract - 0910:
This file is received
monthly and contains identity, Air Force specialty codes, race, sex, and duty
location. It is used primarily for the selection of sample populations and the
generation of accurate and timely address labels. This file contains both
active and inactive records. Only the most current submission is retained.

on all enlisted personnel in the Air Force Active Reserves. The contents are

n. Uniform Officer Record (UOR) -
0706:
The UOR file contains
personnel data on all active duty Air Force officers. Some of the data elements
on this file include military service dates, permanent and current grades, Air
Force specialties, academic information, current and projected assignments,
overall OER/OES ratings, aircraft experience and flying status. Files were received
semiannually from Dec 63-Dec 75. Since Jun 76 files have been
received each Jun, Sep and Dec. The number of data elements in the files has
increased appreciably since its inception in 1960. Currently there are three
files maintained for each as of date. They are: (1) the 3600 plus character
active record file, (2) the 3600 plus character inactive record file, and (3)
the 498 character active record "snapshot" file. For information on
active duty officers Dec 60-Jun 63 see the Officer Master Record (OMR) file in
Section 7, para d.

r. Weighted Airman Promotion System (WAPS) - 0847:
This file contains
information on airmen in grades E4‑E8 who are or will be eligible for
promotion under the WAPS. Data elements include identification and promotion
score information. Currently there are five promotion cycles each fiscal year
and a file is received each time promotions are announced. These files have
been retained since FY81.

2. Headquarters Air Training Command (ATC): The following data files are received on a
regular basis from ATC. All are received and maintained on magnetic tape unless

a. Flying Training Summary - 0665:
This file summarizes
pilot and navigator training of active duty officers. The file was initiated in
Jul 63 and additional records are received as of each fiscal year. A master
file is maintained in collapsed format with a minimum of an initial record and
disposition record for each course taken. Each record contains student and
course identification, training location, disposition from training, final
grades for graduates and day in training for eliminees
(undergraduate pilot training only). Four separate files are maintained: (1)
Undergraduate Pilot Training (UPT) and Undergraduate Navigator Training (UNT),
(2) Advanced Pilot Training, (3) Advanced Navigator Training, and (4) Transaction
Master which contains all the data on files (1)‑(3).

b. Flying Training time Related Instruction
Management system (TRIMS) - 0668:
This file was previously
called the Base Management System (BMS). It contains data on personnel who
attended undergraduate flying training courses. A summary of these data may be
found in the Flying Training Summary file (Section 2, para
c). The data are received as of each fiscal year and include student and,
course identification, simulator hours and actual flying hours. TRIMS/BMS data
are maintained Oct 78‑present.

c. Navigator Training Detailed - 0666:
This file is received as
of each fiscal year and contains detailed, transaction records on personnel who
attended undergraduate and/or advanced navigator training courses. A summary of
these data are contained in the Flying Training Summary file (Section 2, para c). The file contains student and course identification,
date entered training, and results of each training day for both academic and flying
lessons. Three types of records are received (basic, status and performance)
and each is maintained on a separate cumulative file (Jul 70‑present). Data
for entire FY75 and some for FY76 and FY78 were inadvertently destroyed prior
to receipt by AL/HRM and are not available.

d. Officer Training School (OTS)
Master - 0645:
The OTS master file
contains detailed personnel records of officer trainees. Its contents include
AFOQT scores, academic specialties, and other demographic information similar
to that contained in the PACE file of enlisted personnel. Data on officer
trainees was initiated in Jul 73 and is received monthly with the PACE
submission. The data is maintained on a cumulative file, Jul 73‑present.

e. OTS Student Record of Training -
0643:
Hard copy rosters of OTS
students have been automated in‑house since Jan 1970. Information
includes OTS course grades, trainee effectiveness report ratings, reason for
elimination, AFOQT scores, as of class 8302, and the 11th week Officer Trainee
Effectiveness Report (OTER) in the form of a 5-point Likert scale, as of class
8109. Data are maintained on a cumulative file, Jan 70-present.

f. Processing and Classification of
Enlistees (PACE) - 0845:
This file contains data
on enlistees at time of entry into the Basic Military Training School (BMTS). The
file contains military service dates, enlistment data, aptitude indices and
other measurement data educational background, and disposition/assignment data
from BMTS. The file serves as the primary source for ability and aptitude test
score data on non-prior service enlistees. This file has been received monthly
since Jan 69 and less comprehensive files were received Jan 56- Dec 68 (see
Section 7, para e). The records are maintained on cumulative
files.

g. Occupational Survey Data (by AFSC/Career Field) (CODAP) (no Layout)
The Air Force Occupational Measurement Squadron (AFOMS) was formerly known as the USAF Occupational Measurement Center. AFOMS was formed in 1968, separating from the Air Force Human Resources Laboratory where the methods had been researched and validated. The data set for each AFSC (100+) is unique to that or highly related AFSCs. The primary functions served by these surveys includes evaluation of the classification structure, definition of job requirements at the task & duty level. The surveys (and associated data set) typically includes some job satisfaction items as well as items appropriate to the AFSC (such as tool lists, equipment maintained, etc.) AFOMS maintains data from the most recent survey as well as one previous survey (typically 2-4 years ago.) The Aptitude Requirements Project which helped to systematically establish "aptitude levels" for each AFSC used these AFOMS data files.

3. Headquarters Air Force Reserve Officer
Training Corps (AFROTC): The following data file is received from AFROTC
on magnetic tape. It was previously received from Air University.
ROTC Cadet
Personnel System (CPS) - 0615:
This yearly file contains
information on students who, at any time during the year, were members of ROTC.
It has been received yearly since 1970. Until Sep 81 only loss records were
received. Since then a record is received for each student in the program
during the year, and contains scholarship information, AFOQT scores and final
disposition reason, if applicable.

4. Defense
Manpower Data Center (DMDC): The
following data file is received from DMDC on magnetic tape.
Military
Entrance Processing Stations (MEPS) - 0843:
This monthly file was
previously called Armed Forces Examining and Entrance Stations (AFEES) and has
been received since Jan 77. Until Dec 78 it contained information on applicants
and enlisted accessions for all of the armed services. Beginning Jan 79 only
Air Force applicants and enlisted accessions were received and in Nov 90 we
also started receiving Air Force Reserve and Air National Guard. The file
contains limited biographical data, aptitude indices and medical information,
and the most comprehensive ASVAB scores of any other file in our data base.

5. Headquarters United States Air Force
Recruiting Service (USAFRS): The following data file is received from USAFRS
on magnetic tape.
OTS/Health
Profession Applicants - 0646:
This semiannual
submission contains data for two files, OTS Applicants and Health Profession
Applicants. The Health Profession Applicants file has information on applicants
from Jul 85-present and the OTS applicants file has information on applicants
from Feb 82-present. Records on these files contain data from time of
application until OTS start or, in the Health Professions, until final
application action (i.e., selection, non‑selection, selected and
declined, etc.). OTS applicant records also contain a minimal amount of
information from OTS if the applicant attended.

base files constructed and maintained by AL/HRMP.

a. Airman Gain/Loss (AGL) Data Base
- 0940:
This file consists of
non-prior service personnel who enlisted in the Air Force 1956 or later. Data
in this file comes from the PACE and ARL files. It is updated quarterly and
contains data elements pertaining to enlistment, aptitude indices, educational
background, personnel action dates, and type of transactions (loss, reenlistment
and extensions). Two files are
maintained: (1) personnel lost prior to July 1969 where only the Air Force
Serial Number is known and (2) personnel for whom SSANs
are known.

b. File Item Data Overview (FIDO) - 0986:
FIDO is an in‑house
data base consisting of data files which provide an automated method of
accessing the definitions of data codes as established by Air Force Regulation
700‑20, Air Force Data Dictionary, AFR 39‑1, AFR 36‑1, AFR 30‑3
and earlier code systems.(e.g., AFM 300-4). This data
base is maintained historically and reflects added, deleted and changed code
structures / descriptions with effective dates. It permits the user on‑line
access to code definitions at any given point in time, in some cases as early
as 1956. The file contains in excess of 1,200 authorized data elements
representing approximately 638,000 data code values with definitions. The major
source of this data is the Standard Systems Center, Gunter AFB where AFR 700‑20
information is automated and maintained. Additional data is automated in‑house
from various regulations.
Data is processed
continuously as source regulations are revised and AFR 700‑20 information
has been updated and provided, normally twice per year.
c. Historical Officer Data Base
(HODB) - 0740:
This
file, which was built from active duty and separated officer files (UOR and
SOF), contains information on officers who were on active duty Dec 61 or came
on active duty since then. The
file has over nine million records and contains information available twice yearly
1961‑1975 and three times yearly beginning in 1976. A new record is
created at each of these time points when the individual remains on active
duty and continues through his/her entire officer career. At the time of loss a
record is created from the SOF. Data elements include identification
information, education, flying, current assignment, grade, and others. The file
is updated at the end of each fiscal year.

This file contains all
name and SSAN changes Jul 69-present. It is developed in-house from the monthly
UAR and UOR Extracts beginning in Dec 83. To get identities (names) earlier
than Dec 83 all available UAR and UOR files were used. The Identity Changes
file (0578) is used quarterly to pick up SSAN changes. This file is used for
processing updates of the Historical Officer Data Base (HODB) and is more
reliable than the Identity Changes file (0578) received from AFMPC, because it
contains only identities that have been put into the records rather than all
identity changes that were entered and then reentered due to data entry errors.

e. Officer Gain/Loss (OGL) Data Base
- 0750:
This file consists of
all officers who were on active duty as of Dec 1961 or came on active duty
since then. Data from the Historical Officer Data Base (HODB) is used to create
this file. Information on each individual officer has been reduced to a single
record consisting of two parts. The first part, gain portion, contains
information from the earliest occurrence on the active duty file and the last
part, loss portion, contains information at time of loss or from latest active
duty file if still active. Data elements include identification information,
education, flying, current assignment, grade, and others. The file is updated
upon completion of the HODB update.

on draft lottery numbers drawn Jan 70‑Jan 74 (N=1,827) (there are no
people on this file).
b. Officer Accessions and Losses
(OAL) - 0765:
This file contains
officer gain/loss information, name, and AFSN changes from Jan 56‑Sep 63.
It contains 278,123 records.
c. Officer Effectiveness Reports
(OER) - 0695:
The OER data base was
generated in‑house from hard copy documents 1966‑early
1986. A less detailed OER file was received from AFMPC 1986‑Dec 1987. The
records of OERs are maintained in cumulative files
(Jan 66-Dec 74; Nov 74-Dec 78 controlled, uncontrolled, and abbreviated
reports; Jan 79-early Jul 86; and mid-1985-Dec 87).
d. Officer Master Record (OMR) -
0706:
The OMR contains
personnel data on all active duty officers. These files pre‑date the UOR
files which are similar in content. They were received semiannually from Dec 60
to Jun 63. Each submission contained approximately 130,000 records. A
cumulative AFSN OMR-SOF file was also received Jul 59-Aug 63.
e. PACE (AC-2A, AQE, ARC Composite,
SQARS) - 0845:
These Air Force Serial
Number (AFSN) files are similar in content to the PACE file and serve as the
primary sources of the ability and aptitude test data on non‑prior service
airmen. The name of the file indicates the test battery used:

f. Personnel Identifier File (PIF) -
0579:
This file contains AFSNs and SSANs on all active
duty officer and enlisted personnel 1 Jan‑30 Jun 69. This file was used

g. Project 100,000 (P100M) - 0928: (No Layout)
This
file contains comprehensive data on all P100M participants which include
medical remedials, new mental standards, and control
group personnel. With the inception of P100M in 1967, the Research Data Bases
Section was tasked with developing a consolidated file consisting
of extensive personnel history
and background including APRs, remedial training, technical training, and
progression testing. Accessions into P100M terminated as of 1 Oct 70. The file
has been updated with the UAR, ARL, and technical training data through 31 Oct
75. The master file has over 110,000 records shredded out to 85,000 in the control
group, 20,000 new mental standards, and 5,000 medical remedials.
These enlisted personnel have dates of enlistment from Jan 67-30 Sep 70.
The P‑159 file
contains personnel data on all active duty airmen. These files, which were received semiannually
from Dec 64‑Dec 65, and pre‑date the UAR files which are similar in
content. Each submission contained approximately 690,000 records.
This file contains all officer and enlisted personnel who have retired
from the USAF. It was received twice-once to assist in processing the Ranch
Hand Project (study 7445). Two files are maintained: (1) Retired Airmen Jan
46-Apr 84 (N=421,340) and (2) Retired Officers Dec 44-Apr 84 (N=167,748).
j. ROTC Air Force Officer
Qualification Test (AFOQT) - 0616:
This file contains Air
Force Officer Qualification Test (AFOQT) data on personnel who tested through AFROTC
test sites Oct 64‑Sep 81. All ROTC AFOQT data beginning with Form O (Mar
82‑24 Aug 87) is included in the AFOQT file (see Sec 1, para d).
k. Vocational Interest for Career
Enhancement (VOICE) - 0846:
This file contains item
responses and six composite scores for non-prior service enlisted recruits who
entered basic military training under an open career field and were
administered the VOICE inventory. The file was received Mar 88-Aug 90.
